[Owasp-board] Cancelling AppSec Latam

Board Members -
I just wanted to let you know that the staff, along with input from the
AppSec Latam planners decided to cancel the upcoming conference (October
1-4) in Peru. We are only 3 weeks away from the event and we had no one
registered for the conference and only 15 people (10 of which were
speakers) registered for the conference.
We had not committed to any translation, food and beverage, or other
logistical costs for the event and were getting the venue for free so the
only costs we are "out" are the changes in travel fees for the staff and
keynotes which will be about $800. Kate and Laura were planning on going
and will just use the airline credit for their next trips and we ask the
keynotes to participate with their airline "credit" in the Latam Tour or
other Latam OWASP event.
We have communicated the cancellation to the trainers, speakers, and those
that had registered for the event. We have also updated the event website.
We also had one sponsor for the event - Checkmarx - who Kelly is following
up with to work out options to make sure they understand the reasons for
the cancellation and have the ability to apply this money elsewhere (other
sponsorship opportunities or upgrades).
After a couple of discussions with the staff and key Latam liaisons in the
OWASP Community such as Fabio Cerullo and Mateo Martinez), I think the main
reason for the lack of participation in this event goes back to lack of
local support. One of the two main local planners in Peru moved out of Peru
since the onset of the planning process and the other has had other
priorities outside of OWASP making communication and participation
difficult for him. Without local support it is really hard to get
participation in the area and excitement built up for people to register.
Addionally, Laura was doing a great job of hitting the ground running with
logistics, but doing this 100% remotely has challenges.
The interesting/positive thing to consider is that the Latam tour earlier
this year <https://www.owasp.org/index.php/LatamTour2013> organized by
Fabio Cerullo brought a combination of 1300 people together in the various
stops and was hugely successful in raising awareness of OWASP and our
mission. We are considering for next year that instead of having the one
stop AppSec Latam, maybe we should try the tour model as our main
fundraiser and outreach effort in the region. No decision has been made,
but after a couple of years of difficulty in planning and gaining momentum
in the region for a larger appsec, it seems best to build on our successes
and what IS working.
