[Owasp-board] Vote to approve budget

Jim, Tom, and Eoin -

On today's board call we went through the rest of the budget for 2014 and
had a vote to approve.

I have yes votes (to approve) from Michael, Seba, and Dave. *PLEASE SEND
YOUR VOTES ASAP SO WE CAN FINLIZE THE BUDGET (and the staff can get all the
operational pieces to implement done).*

New Board members for 2014 - Tobias also voted to approve (technically
doesn't count on this vote since he isn't officially a board member until
the new year).  Josh and Fabio - if you would like to cast a vote for the
record, feel free.
