[Owasp-board] [Committees-chairs] Marketing

In my mind this is just early stage consideration. I think a call
would be excellent. We need coordination between projects,
conferences, connections and full timers - at least. We need to
prioritize tasks. Do a call for bids, etc.

This is a major undertaking. :)
