A independent task force of global committee members and interested parties
is requested to be assembled for 45 days in preparation of the Nov 2012
OWASP election.  The 2012 election process for OWASP officers will start
with nominations from around the world and result in elections by e-vote in
November 2012 for (3) board seats as we have done 2x now very ad-hoc.  In
2012 (3) existing board members seats will be available as well as the
democratic vote of confidence/elections of Global Committee chairs.

As your aware this entire process of governance provides fresh ideas and
blood flowing inside of OWASP Foundation as well as provides a transparent
way for its membership if they so desire to be able to apply and
participate, and are  governed by the then current bylaws:

Information from the 2011 Election:

To help this to be formed task force, below is information concerning the
election process of another global non-profit to be reviewed and considered
where it fits to model after.  The faster we assemble the team, start the
dialog, flush out the workflow details and document it the faster it can be
handed off as a procedure and managed by the employee/contractor(s) that
will provide administration of that function within OWASP Foundation long

Below is a example of how another information security, global
non-profit conducts the process that should be considered and sections
adopted where they are applicable IMHO.

Although establishing a both a democratic election process and global
committees since appointed in 2007 to the Board, I will not be a
participant in this task force as it would be a conflict of intrest should
decided to be a candidate.  As I think you would agree as the mission of
the committee and for  the good of the foundation this internal effort
needs to be addressed.
