[Owasp-board] proposal for Paulo

If you we find someone cheaper , lets see its proposal.

But Paulo has spent quite a bit of time in Portugal trying to find somebody
to talk/hire to do this, and PWC where the only ones who had a clue on how
to deal with this (taking into account US, EU and Portuguese laws)
