Yes, would be for a person to go, to the summit.  Sticky part is do we allow
the sponsor to choose the attendee or do we stick to the point system?

I'd be OK with this if this person was not their own employee and one of the
people on 'our' list of people we'd really like to be there but currently
don't have funding.
