I have always believed we should only give email accounts to leaders, contributors and paid up members
In practice that is how it works right now given the inclusion of the word “contributor” in there.
Within the Membership Committee we looked at limiting @owasp.org emails to Members only, but (a) we had a little bit of a “putting the toothpaste back in the tube” issue because historically emails had been given out more freely and it was going to take a huge amount of admin time to get things synced up while inviting lots of hurt feelings and other rigmarole and (b) there are lots of folks who are Chapter/Project Leaders (and other contributors) who have and arguably need @owasp.org emails but have not become paid Members.
So at the current time folks can request @owasp.org emails and as long as they have a valid reason (paid Member, Chapter/Project leader, other contributor to a chapter or project) then those email addresses are created. If we come across an abuse situation or some other issue then we will revisit but for now the system seems to work fairly well.
