If you noticed, Dinis already directly replied to Jeremiah with a yes.
So, we need to discuss this apparently and define what our 'yes' means,
since there are two no votes already.
I'm also not too keen on providing a broad benefit to ALL of the top 10
people, but I think we could certainly offer the 'winner' a pass. In fact,
we should invite him and maybe some of the others on the list to come talk
about these new attack techniques. And then they would get free passes to
the event anyway as speakers.

Would OWASP be interested in extending one or more international conference
passes to the researchers who make it onto the top ten list? In the past
BlackHat has generously donated a free conference pass to the overall top
ten winner and expect them to do the same this year. Just like BlackHat,
OWASP would get logos and links on my blog posts. Good visibility.
I wasn't sure about the appropriate process for making such a request, so
figured I'd send you all an email directly. Let me know what you guys think.
Yah, this is a breaker list, but it is popular. ;)
