[Owasp-board] Summit date: propose to move it to Nov 11

I’m OK with this for the Global Committee members, but I don’t think we can
afford to pay for travel for chapter or project leads.

In essence this is a request for a travel budget for the committee members
(26 in total) being maximum $ 13k

500 abroad)

For other OWASP leaders: only per individual request and per board decision
if not supported by employer.

Why is the summit on Nov 10?

The conference is on Nov 12-13. 

I think it is more convenient for people to come one day earlier and have
the Summit on Nov 11?
