I think there are three immediate action items that need to happen for
OWASP to launch a certification project: 

1. We need to get our own mailing list. 

2. For those who are actually interested in contributing, we need to
make ourselves smarter on what it takes to develop a test and therefore
recommend that folks read one of two books. The first is Handbook of
Test Development

3. I want to develop a survey in which I send to all members of all
chapters to get their input as to what a certification exam should
concentrate on. We all have our own philosophies that need to be
unified/normalized. I would appreciate if folks were to start noodling
questions that I should include in the survey along with the choices of
