Attached is the revised proposal based upon the conversation that I  
had with your European colleague this morning.

THe modified section is VII and I have placed it in "RED" for your  
review.  Please feel free to change it if necessary, but I think that  
I covered the elements that we discussed.

If you agree with the changes, please change the color to black, sign  
and return.
