[Owasp-board] Planning for the new OWASP Testing Guide

Due to dependencies, Matteo (and I agree) feels that it is better to wait
for the conclusion or Mark's SpoC project

So Matteo proposes (and I also agree) that we re-allocate his SpoC budget
for the 3rd version of the Testing Guide. You can see his first ideas here:

Any comments? or problems with this change?
