[Owasp-board] Mark Curphey's SpoC application

I think it's probably worth it, but would like to see the other proposals
before we start allocating funds.

In a interesting twist of events, after a couple talks with me and others,
Mark just made this proposal for the SpoC

this is in my view should receive the 20k sponsorship (for several reasons,
including the fact that Mark will be dedicating quite a lot of time to it)
