[Owasp-board] promote owasp co-participation

One note, in my proposal ONLY the speakers are able to receive financial
assistance, and those speakers have to be either a project leader or OWASP
members.

So project leaders or members that will not be delivering a presentation are
NOT eligeble for financial aid.
