[Owasp-board] OWASP accounts

Hi 

As discussed with Dave, I would like to start the process to issue the
official OWASP accounts for the years 2004-2006 (i.e. since OWASP was
officially created as a US charity until the end of last year).

Dave recommended the current Aspect accountants, and I am OK with that.

So what are the next steps?

I know that this will have a cost, but it is something we need to do every
year.
