[Owasp-board] Owasp governance

Are you kidding? Apple started this back in like 1994 with Guy Kawasaki and
others. No less than Vint Cerf just joined Google with the title of Chief
Internet Evangelist.  Here are a few I dug up with one Google search.

Humm, I don't really like the 'Evangelist' name due to its religious
connotations

What do you think about "Chief OWASP Evangelist".  I use The OWASP
Foundation in my emails to help make people realize that we're the real
deal.

As far as governance, we should just update the How OWASP Works page a bit
to reflect how things have evolved.

Owasp-board?

We also should officialize the current structure, publish who are the
current Owasp leaders, and define the chain of command:

Project Leaders: xxx,yyy,zzz,,,,,,   - Responsible for their project
Chapter Leaders: aaa,bbb,ccc....    - Responsible for their local chapter
AoC Participants: ooo,ppp,ii           - Active participants on their
project 
Owasp Members:   #### (put totals here)  - contributors to OWASP 
Email subscribers: #### (put total number for all lists) - contributors to
OWASP
