[Governance] owasp.org email

Per current policy, using an OWASP email address is optional. But I 
think it's a good idea.

I especially suggest not using your "work" email address for OWASP 
activities.

If you are a project leader, frequent OWASP contributor or other 
community leader, then I ask what is your intention behind using a 
"work" email for OWASP communication? In general I think it's classy to 
use a OWASP email address and try to at least somewhat separate your 
commercial and charitable activities.
