[Global_industry_committee] GIAB proposal as taking over some tasks of the closed GIC

Dear Sarah and Jim,

in preparation of your OWASP board meeting today, please find below all
documents for the proposed GIAB (Global Industry Advisory Board) as
discussed in the GIC and during our meeting in Korea.

Over the last ten days the approach has been discussed among the members
of the GIC, and with input via email from a number people and during a
quick GIC call. (please note that during our last GIC call, at least two
people could not connect due to blocks of go2meeting by the corporate
firewall, but they also provided feedback via email or 1on1
conversations afterwards.)

Here the pages in Wiki for the GIAB. For your approval during the board
meeting today.

(I took part of the nomination document of the old committes, and made
it shorter and removed all this "becoming a member be a great honor"
stuff and replaced it with serving our community.)

(to be clear: I would not ask everybody who already had endorsements
from the GIC, to go through this process again; but I will link to the
endorsement pages from the GIC for this purpose.)

If the board agrees with / nods for this entity, we need to set up a new
mailing-list and work on opening the GIAB for new volunteers and
transitioning of the existing active GIC members.
