[Global_industry_committee] Moving to Global Initiatives Program & Retiring Committee Structure

Could you remove "OWASP Citations - References to OWASP in official, or
otherwise important, documents" from the list of ongoing initiatives
please? Citations is a wiki page and people can contribute just by editing
the page.

This page still refers to the GIC as a current body.
