I am willing to help if I can.  You may want someone with more OWASP 
involvement to take the lead or actually be a panelist/presenter (all 
I've really done so far is help organize and then moderate a Financial 
Services panel at AppSec DC last year), but I could also just initiate 
contact with SANS and get information on behalf of OWASP if the DC 
Chapter leaders don't have time.
