The manifesto was discussed in all the Brazilian mailing lists. Some
people made comments and suggestions that lead to changes in the
document. The leaders that replied were supportive of the document.
Only one single person (who is not involved with OWASP activities
other then an occasional email to the local lists) disagreed and
voiced strongly against the document.
So I assumed that, after the proposed changes, the document reflected
the community's view by rough consensus.
When the comments stopped, I produced the final version which is in
the OWASP wiki.
In summary, I have received clear support from some of the most active
chapters and a silent approval from a few other chapters.
