[Global_education_committee] [Owasp-board] budget for training program

Well, 

Seems to me appropriate for marketing the TRaining. But don't loose, some OWASP Day in Europe and other conferences on security with training  after august : 

- OWASP Ireland : mid-september
- Hack.lu : end of october
-bru.con : end of september
