[Global_chapter_committee] VOTE PLEASE: Funding for two Open Source Expo Participants at AppSec USA

Just to be clear, the issue is not the committees stepping up.
The issue is that we do not have enough information about the projects to determine if supporting this travel is good value for OWASP. The OSS application form requests details about the project so we can make this determination and these details were thin for one of the projects in question.
After receiving the details of the other project, the GPC already voted to approve support for that project.
We are still waiting pending details of the second project.
I appreciate everyone's enthusiasm in this regard, but I do feel like we're running a bit of a frantic overly dramatic fire drill here. The two projects were only brought to the attention of the GPC this past Monday (TWO days ago!!) and support for the first project was voted and approved last night!
I think that's actually a very reasonable response time....
So before we go around to every other committee, let's breath for a moment and let the process hash out.

Both of these committees have funds that could be used for this, but so far neither one is stepping up to cover it. While I don't believe this is the responsibility of the Chapters Committee, I do believe that we are in a position to take the moral high ground here and help fund this effort. I realize that officially we do not recognize Owasp On The Move funds to be used for conferences, but considering that we have not used any of the $5k budgeted for OOTM this year, I'd like to ask that we make an exception here. The two projects we are trying to assist are:

I'd ask that you all please take a moment to think about the benefits here as well as our potential funding source and it's under-utilization this year, and consider a vote in favor of providing this funding. Thank you.
