[Global_chapter_committee] Changes to the OWASP Local Chapters home page

Thanks for this.

I like option 2 taking away the list below.  It seems very clean.  Instead
of having a separate category for inactive chapters, would it be possible to
include them in the listing but to include the word "inactive" in red after
the name?

As requested  by several people I have worked on a layout for listing the
local OWASP chapters by region -- there are two formats I have put together
and we can go with either, a combination, or something different. I am
looking for feedback on the two possibilities:

1. https://www.owasp.org/index.php/OWASP_Local_Chapters (I probably will add
a link to "inactive" chapters at the bottom, also could add headers that
would show the different regions in the TOC at the top of the page)

2. https://www.owasp.org/index.php/Category:OWASP_Chapter --> The current
local chapter with collapsible tables placed on the page before the
alphabetical "category" listings. I can easily make the tables expanded (as
they appear in option #1) and then list the categories.

My preference is option #1, but I am happy to do what others like and find
easy to use.
