[Global_chapter_committee] Budget process proposal

Matt Tesauro has drafted a policy document covering "Budget process and
governance at the OWASP Foundation".  The Board would like each committee to
vote on whether they "approve" the contents of this document:

Please review and we will conduct a vote at our meeting this month.
