[Global_chapter_committee] Local Chapters - Global Chapter Committee - Board relationship in the Chapter Handbook and On The Move

Good it needs updates and that is the charter of the chapters committee. 

Perfect world it would be a min. for every chapter as bylaws govern the operational side and all 70 active chapters would read it :)
