[Global_chapter_committee] OWASP Chapter supporter

Hello Jason,

I just noticed that we don't have a "project supporter" membership
type. IMHO, this should be corrected ASAP. I believe that the projects
are the core of OWASP and should always be given first class status.

What do you think?
