[Global_chapter_committee] Chapters In South America

hey guys,

thanks for your prompt response as you always do...  :)

i would like to highlight two things from the chapter handbook then 

1) there is a "requirement" to be a member at the moment.... I think we 
should lower the tone there if we want more people to get involved... 
2) the waiver exception means that someone could start a chapter without 
any support from OWASP members in remote locations? I think that could be 
a double edge sword because as we don't know the people they could start 
abusing OWASP... in my opinion at least someone from OWASP should know the 
chapter leader and not being a completely stranger.
