I would especially want to stress the “waiver” clause. We do not require in
practice recommendation by 5 leaders in areas where OWASP does not have
strong presence in. South America seems to be such an area.

Chapters In South America

It is not a strict requirement for chapter leaders to become owasp members.

They already devote time & energy towards OWASP

hi there,

I've been approaching chapters in South America that were inactive in order
to reactivate them.

several people from Chile mentioned me that the chapters were inactive due
to the lack of commitment from chapter leader.

I've suggested them to relaunch the chapter by doing these steps (as
mentioned in the Chapter Handbook)

Get a List of the people that are founding the chapter

§ The founding group members should join as OWASP members

§ The request should in include their resumes.

The geographical area to be covered by the new chapter (see notes below)

Get Recommendation by 5 current OWASP leaders

§ This requirement can be waived by the board, especially if the chapter is
started in a remote area in which OWASP currently has no activity.

Get Recommendation by 5 people who practice information security in the
covered geography

And that they should be OWASP members (pay the 50 USD/year) fee...

is all the info correct? am I missing something?
