I agree with Puneet. 


Specifically, the new chapters handbook provides a “warned” leader with 3 months to correct the situation which Venki should be given.  On the other hand Chandrashekar enthusiasm is most welcomed and the best way would be for both of them to work together. As Puneet said he is the best one to handle this, so can you communicate the status to both parties and try to help them work the OWASP say, which is together?

A week back Venki called up Dhruv Soi (Co-Leader with me for Delhi Chapter) and requested help to re-start the chapter activities. No denying that he has not been taking active steps for the chapter, but here is my thought on this one.

*	Let Chandrashekar and Venki be the co-leaders for the Chennai chapter. 
*	No new chapter to be created as i am sure together if they try , they can achieve a good member base.
*	As a member of Global Chapter's committe I volunteer to oversee thier progress and since i am in India , they can always reach out to me for any help.

I don't know all details in this case , but it looks like Chandrasekar should be given the opportunity to start a new local OWASP Chapter or to take (full or joint) leadership of the current chapter.


For future reference, the reason why we need here (https://www.owasp.org/index.php/Category:OWASP_Chapter ) an updated list of 'inactive OWASP chapters' (and one that had no meeting for the last 6 months is definitel in that category) , is to make cases like these very simple to deal with (and with very little local political implications). 


I.e., all that Chandrasekar should need to do in cases like this, is to: 


a) say 'This chapter xyz is inactive and I want to take its leadership'

b) here are my 5 local referrals

c) I agree with the local chapter leader "code of conduct and requirements"

Do you think  because of the scheduled meeting by march they are active; There was no activity happened  after Feb 2007 (Nearly 2 years). we are desperately  following up with Chapter Lead (Venki) for the last three months to setup a meeting to know each other , for that it took three months and also we don’t know how far it will be successfully followed . Do you think is this a right approach. We have already communicated to Chennai Chapter Mailing List that we will start a new chapter if there is no activity happening(Refer the Feb 2009 Mail Thread), and moreover we don’t want to keep on following up with people to initiate the meeting . Either  move the Chennai Chapter Lead Position to myself/zuber  or approve us to start the new chapter. We will make sure that the new chapter will provide awareness and fruitful information about Application Security on a regular basis.

It appears as if there has been a change in the Chennai leadership and there is a meeting scheduled for the end of March.  Is it possible that you will be able to participate in this chapter?  It sounds as if there is quite a bit of interest in the area.
