[GPC] Restart of WebScarab-NG

Dear Daniel,

I've taken quite a time to define a strategy to sort the WebScarab-NG's wiki
pages out. I've found that this project had two different wiki pages as
follows:

http://www.owasp.org/index.php/OWASP_WebScarab_NG_Project 

http://www.owasp.org/index.php/Category:OWASP_WebScarab_NG_Project 

I've installed the GPC templates on the first referred page and also copy to
there all the relevant contents that I found in the second one. I've also
made you project's mailing list administrator.

Please let me know if you agree with these changes. If yes, I also propose
we delete the second referred page/link.
