[GPC] Project Submission Review Request for Mantra -Security Framework to OWASP

It was viewed as a pen testing tool and lumped in with other similar tool
sites our rule set blocks. We have a pretty rigorous policy around certain
types of sites. I had gone and talked to our proxy team and they took it off
the list after I poked them.
