[GPC] orphaned "OWASP Insecure Web App Project"

Hi GPC-members,

As I am involved in the GEC, but mainly my effort with the CTF and education
projects, I think the "Insecure Web App Project" is in the line of the
projects I am already involved in.
Therefore, as this project is orphaned, I am volunteering to make this
project loved and cared of again ;-)
