[GPC] [Owasp-board] ASVS needs a new leader

Paulo,

I can understand that there may be some concern based on the fact that
I am subject to an inquiry on allegations which are intended to put
distance between myself from the OWASP Board.

However, from a public relations perspective having senior involvement
in a highly visible OWASP project provides further support of to the
conclusion drawn by the inquiry.

I would welcome sharing the leadership with Eoin.
