[GPC] concerning with SoC 09

Hi, any projects or individuals can apply for SoC 09 and we will  
review them based on it's quality and objectives.

And although we are not placing any limitations on the type of project  
and Its objectives, we are providing guidelines on the 4 topics we  
will preference.
