[Esapi-user] Invalid URI

I am pretty sure that was never the URI for the TLD at any point. That is
the ESAPI category index on the wiki I believe.

However ­ it appears that the TLD is missing from the jar, can you please
log an issue in Google Code and cc me on the issue. I will have this
resolved with the next release.
