[Owasp-webgoat] WebGoatPHP Started

We've started the OWASP WebGoatPHP project,

It is intended to be a redesign of OWASP WebGoat using PHP language (instead of Java) which is more educational than reference, and also supports lab education / contests of the tests/lessons.
