[Owasp-wash_dc_va] OWASP NoVA Elections

All,

I've made some modifications/additions to the OWASP NoVA chapter
Elections Wiki (*1). In particular, I added some election procedures,
modified qualifications, and added in time frames. I also declared my
own candidacy for Board Chair (a non-voting service position).

Additionally, I reached out to our friends and neighbors in the OWASP
DC chapter and asked them to "observe" our election... ...so as to
keep things independent, unbiased, and further raise the "open" and
"transparent" bar for other chapters by example.

I'm *very* pleased to announce that at least one of our neighbors is
able to help us out. More news as it arrives.
