There is no updated doc to this. You can send comments but please dont update anything. This is the master doc which has been reviewed by two editors and we cant start that process again or we will never finish. No changes will be accepted at thios stage. There has been plenty of time for that. 

If you want to send comments, either embed them in the doc or as a seperate email.
