[Owasp-summit-2013] [owasp-summit-2013] Moving forward with the Cruise as a Summit Venue

I'll test out a Skype call but I've used very similar gear for vtcs at
work and it's about a 3 second delay round trip for two way video.
Expect one way with a small buffer will be fine.
