[Owasp-modsecurity-core-rule-set] CRS 2.0.6 has two 49 enforcement files

Version 2.0.6 of the CRS contains the following two files:

modsecurity_crs_49_enforcement.conf
modsecurity_crs_49_inbound_blocking.conf

which look like they both perform the same function. Is one redundant?
