That would be a great idea,  Already the national CERT of Qatar (Q-CERT) is sponsoring the local chapter ( http://www.qcert.org/news/OWASP_Jan09mtg.html)  and that has turned to be a great partnership, Q-CERT is even referencing OWASP in the Government security handbook.

 I think fabio's idea will help OWASP image in different parts of the world.

It's might be interessting if there is a different model for GOV orgs...

I'm in touch with French Governement to present something at OWASP French Day (if we do it), and partnership with them could help us to spread the appsec more quickly in France....

I remember from last Washington DC Summit that the membership model was going to change this year but haven't heard any news lately...
