Juan, great comments. Hopefully I can help clarify these points.
We (GCC) realize that a complete, detailed budget is not something a
conference planner can just create on demand. The process is to make sure
that the conference planner is aware of the expenses that are involved and
the advance planning that is involved with an event. The budget tool has
been tested during AppSec DC and worked very well. There is a level of
detail included in this tool that will hopefully help planners identify the
"little things" involved in planning an event in addition to setting out a
strong financial plan for your event. Some expenses you should be able to
estimate well in advance: venue, catering, travel if included for anyone,
etc. The exact numbers would be filled in once contracts are negotiated and
decisions made. Sometimes, for the larger events, the final numbers are not
definite until after the event. In summary, the Budget tool is a request
made to the conference planners to make sure they will be set up for
success and any financial pitfalls can be avoided by advanced planning.
An event's success depends largely on the "ground team" support that the
planner will have before, during, and after the event. The lack of a local
chapter could be a problem if the conference planner is expecting to take on
all the roles himself/herself. If there is not a local chapter, then there
needs to be evidence of dedicated individuals who are geographically able to
support the event. Depending on the size of your event, you might need to
depend on upwards of 100 people to help with registration, speakers,
trainers, facility issues that arise, extra activities and almost anything
else that you might or might not think of.
To address your last point, I strongly discourage any changes in venue
unless your event has not been announced. Attendees, speakers, and sponsors
make arrangements well in advance of the event and to move the event after
arrangements have been made can cause tremendous problems and headaches. If
you begin to plan your event in advance, you should not find yourself in a
position to have to make these types of changes.
So, to emphasize, the GCC is encouraging conference planners to plan their
events to ensure their success. Although I have come to despise this phrase
it applies: "If you fail to plan, then you are planning to fail." A large
AppSec event requires months and months (a year) to plan and some of the
smaller, more regional events, may only take a few months, but both DO
require planning.

We expect our OWASP Day Mexico 2010 is a great first step for OWASP
Conference Mexico 2011, Most of the information can be provided but I have a
few concerns
1. A full detailed budget, like the one on the link, for something that
might happen in almost 2 years I think is a little too much to ask? can you
explain a little more the level of detail of the information should be sent
on this bullet?
2. There is no Local chapter in Aguascalientes (current host city of OWASP
Day) and might not be a local chapter in the OWASP conference city 2011 (we
have proposals from Monterrey and Hermosillo), would providing the Mexico
City Chapter information will be acceptable?
3. Yet not expected to happen, I guess that Venue could eventually change
depending on the response of participants and other causes (like cost
increases on proposed Venue), right?

As part of our efforts to organize and coordinate all OWASP conferences,
speakers, and training, the Global Conference Committee is pleased to
announce it's call for OWASP AppSec Conferences for the 2011 calendar year.
In the past, OWASP AppSec conferences have been loosely coordinated by the
board and conferences committee by responding to requests by individual
chapters interested in hosting an AppSec conference. This has caused some
issues for the foundation and has on occasion created significant scheduling
conflicts that have triggered the conferences committee to take a different
approach for 2011.
AppSec conferences are the flagship of the OWASP outreach effort. They are
international conferences sponsored by the OWASP Foundation and approved by
the Global Conferences Committee. AppSec Conferences typically include
multiple days of multi-track plenary sessions in addition to pre-conference

The Global Conferences Committee is currently soliciting proposals for four
AppSec conferences in 2011. Conferences will be selected to facilitate one
AppSec conference in each quarter of the year with conferences held in North
America, South America, Europe and the Asia Pacific regions. The N.
American and European AppSec conferences have been running on the following
typical schedule which we would like to stick to, and we'd like all of the
AppSec conferences to avoid significant overlap as much as possible however
all proposals will be considered:
* N. America - Fall (Sep - Nov)
* Europe - Spring/early Summer (May - July)
If your chapter is interested in hosting an AppSec conference in 2011,
please submit a proposal to the Global Conferences Committee mailing list
(global_conference_committee at lists.owasp.org) by March 1st 2010. The
committee understands that this could be very early in your planning
process, and therefore challenging for you to provide detailed information.
Please provide the best available information on the following topics:
* Your AppSec conference committee members
* A description of the proposed city and why OWASP AppSec should be
held there
* Proposed venue and dates
* Description of the venue and available services
* An estimated OWASP Conference Budget
