I don't want the money to be used that way, either. But, the tools that are already Beta, could have
even better docs, or ports to other OSes, etc. Or more conferences about them be organized, etc, etc.
Project Leaders that did not fulfill their goals... well, they're probably not easily accepted in a
new Season of Code/Quality.
