[Owasp-leaders] Chapter elections

Since OWASP does not yet have guidelines, and since it would take a bit of
time to write them and pass them, I think you should decide on the rules.
The single criterion is that they would be OK with both candidates.

If no agreement is reached, than a secret ballot for people actually
attending the meeting is as prudent as you can get.
