[Owasp-esapi-c++] List digest changed from monthly to weekly

Since we are starting to generate more traffic on the list (a good thing),
I changed the list's digest frequency from monthly to weekly so those
of you reading digests won't get TOO far behind. (IIRC, only one person
signed up for digests mode.)
