Please see if you can get make it work and processed to make the trip for the value of both conferences and chapters and your role with OWASP Foundation. If you can't due to visa issues.. you can't.

http://www.kayak.com/  from MN to Bejing is still reasonable ($1200 flights) so if you can make it work -- please book it and jump into the logistics of those attending (Seba, Casio, Zaw, Lucas etc..  this regional development is important to OWASP)
