The important thing is that there's more than just a tool someone wants to
dump on us. They need a plan to build community and develop the tool.
If they can show that, the board decides whether to let them join or not.
Personally, I don't mind at all if there are multiple tools that do the same
thing. Let 1000 tools bloom. OWASP is the platform that supports them all.
