[Owasp-board] Using GNI to normalize Membership cost

I would like to propose that from Jan 1 2007 we will normalize the OWASP
Membership fee based on the member's country GNI? (see below more details)
Are you guys OK with that?
If you are I will ping the owasp-leaders for their opinion and then see how
we can make this work
