[Global_conference_committee] [OCMS] ACTION REQUIRED: New "SnowFROC2012" event application

Folks - I'm still figuring out how to make the Budget tool work, so please
don't follow the provided link.  Here are the key numbers:

Expected revenue:
~165 attendees @ $20/ea
~10 vendors/sponsors @ $650 ea

Expected costs:
~$3k for the facility
~$3500 for lunch etc
+ cost to fly in Tom Brennan/OWASP speaker

So, if all goes according to plan, we should be just a little over
break-even.
